Dragons are ancient, mythic creatures, and their gods are ancient to match. Io, so-called Creator of Dragonkind, is seen as ancient, timeless, primeval; such powers as he don't associate themselves with gods of other races, they don't create worlds or modify them, they simply remain beings unto themselves. Though his children bicker amongst themselves, he remains aloof from his cold-blooded worshippers, slow to react to changes, even across decades and centuries.
Io, the Ninefold Dragon, contains within himself all alignments and is seen by dragons as the great creator of all things, including themselves — dragons are very touchy about this. Just as mortal dragons consider that they have invented and devised just about anything and everything of any value or significance, so they hold Io to have created all of the multiverse and to have had grace to permit "less important beings" (other greater gods) to play with and modify his creation subsequently. Dragons should not be argued with on this point.
