You shape and alter existing sounds, creating a zone of silence around the target. If the target is hostile, it receives a will save and power resistance, otherwise the effect automatically takes place.
This functions as silence, but differs in that you can cast it on yourself and effectively have a no-save, no-power resist silence AoE that will not hinder your powers.
