Role in the Cage[]
Her Serenity's City Treasury & Revenue Service, the personal branch of our most esteemed colleague Factol Duke Rowan Darkwood, Chancellor of the Exchequer, Chief Executive of Revenue & Taxation, is the foremost handler of jink in the Cage, no matter what those beggars at the Sigil Interplanar Bank might say. It's these canny Heartless that handle the bulk of the core financial functions of Sigil's government, administrating taxes and dispensing funds both. And while some berks might question giving - or, ahem, trading away - the Takers de-facto control over the City's gold reserves, there's a sort of sense to it.
On the Revenue & Taxation side are the tax-collectors, the Fated jackboots on the ground making sure the Cage has the coin to keep the ring spinning. It's an open secret that every Taker's looking to skim off the top, and these infamous berks are the ones that keep that secret open - so long as the Office for Fraud ain't looking, of course. There's a number of Revenue clerks back at headquarters to handle the paperwork and records of taxation, too, but they don't like to take the spotlight; sticking to the background means there's less scrutiny and more opportunity, after all, a lesson Factol Duke Rowan Darkwood has taught his chosen disciples well.
The Treasury functions as the flipside of Revenue's coin, supposedly giving - or, apologies, investing - the City's hard-earned jink into public services. It's these tight-pursed bloods that hold the keys to the Cage's wealth, kept under avaricious guard by those that best know the mindset of a thief. Though the other fourteen-to-thirteen Factions often grumble and moan about the Heartless not putting enough money into their projects, Factol Duke Rowan Darkwood would put it differently: Many of the other Factions' proposals are rejected, yes, but that is because, all too often, they fail to fill out the proper paperwork, in triplicate, in the proscribed manner, by the stated deadline, and because they often fail to make a good enough case for their investment.
Philosophy[]
Factol Duke Rowan Darkwood, founder of our fine TRS, has made certain to build this branch on the foundations of his trademark philosophy, the ruthless, anything-goes approach that keep the Fated truly Heartless: Taxation is theft, so we'll be the ones to do the taxing, thank you very much. Naturally, the Takers of this ideology often find themselves butting heads with the Office for Fraud, the two branches locked into a polite cold war over the future of their Faction.
Taking the initiative as ever, this branch has begun piloting an exciting new scheme, the so-called 'Pre-Market Taxation Service' seeking to alleviate concerns over each individual Taker skimming extra tax off the top. Those seeking to engage in this scheme must only pre-pay a regular amount per month, tailored to the individual consumer, for a renewable permit exempting them from such additional taxation service fees. 'Course, as the cannier cutters sometimes notice, the conies who pay for this scheme always seem to end up paying more for the 'exemption' than they would've done to the tax-collectors, and no-one's quite certain to where, or who, the money actually ends up going.
