Description: Sigil's greatest monument to the rule of Law. Where all the Cage's half-baked legislature is interpreted, re-drafted, debated, catalogued, archived, and converted into true Law.

Description[]

The Cage-side headquarters of the Fraternity of Order, the City Court is a grand old building located in the Lady's Ward. ((Editor's note: Anyone with a great deal of lore knowledge about the physical construction and characteristics of the City Court, please feel free to flesh this section out. - stev))

Role in the Cage[]

In addition to its well-worn function as the primary Court for trials within the City, internal reorganisation following the Lady's Edict of 138Ha has led to Hashkar's City Court to become a central authority for the running of the Fraternity's myriad Courts, holding administrative authority over the other Courts. Although some delays were expected, this centralisation of the various Courts' functions instead led to a months-long judicial gridlock, grinding the Cage's legal system to an agonisingly slow crawl even by the Guvners' standards. However, following intense internal political struggles between the Courts outside the City, the City Court, and the other newly-reorganised Bureaus, a compromise has been met: While the City Court holds de jure authority over other Courts, many Courts are now de facto held and run by other Bureaus, though the City Court retains rights of veto and the ability to interject on problem cases.

Needless to say, this's all a sodding complicated bureaucratic mess of jurisdictional conflict, but the truth of it is that the City Court still holds controlling influence over more outside Courts than any other two Bureaus put together, meaning most Guvner bodies of law, especially those held by more orthodox judges, hold allegiance to Hashkar's rightly inflexible methods of law. The City Court has also remains the main headquarters of the Guvner Bailiffs, the involvement of whom is a legal and practical requirement for any Guvner Court of Law, even if the other Bureaus ain't happy about it.

Those Judges serving under the City Court's administration tend to set out rulings as the Guvners have done for hundreds of years, unreproachable and inviolable. Its advocates, aides, and bailiffs conduct their cases with the utmost professionalism, drawing upon precisely nine-point-nine-five centuries of legal precedent.

Philosophy[]

Under the personal administration of Factol Hashkar, the City Court holds true to the long-standing central tenets of Guvner philosophy: Everything has laws, most are dark; learn the laws of the multiverse and you can rule it; law is inviolable and unchanging; and only the Guvners truly have the right of it. ((Editor's note: This section is also currently very brief as it's a long-form explanation of the Guvners' core philosophy, and I'm not a Guvner player.
